ci: install lz4 instead of liblz4-tool

ubuntu-latest is now Ubuntu 26.04, where liblz4-tool has no installation candidate, so every Ubuntu job fails at apt-get install. The lz4 package provides the lz4 command that the tests need.

We also fix the 32-bit job by upgrading Docker. Ref https://github.com/actions/runner-images/issues/14790
