bin: update 'pacman-fix-keys'
I really miss the days before Archlinux instituted package signing. Now if I go a little too long between updating, I get into this death spiral that is non-obvious how to get out of. This time, 'pacman -S archlinux-keyring' was the secret sauce. So add it to my little "fix the damn packaging signing key errors" script.
